If you have pinholes, what's the best way to stop any further rust?

Note: i don't care about getting it perfect, i just want to stop any further rust.

POR-15 paint. Eastwood also sells a rust "encapsulator." You local auto parts store should carry Dupli-Color "Rust Fix" in 10.25 oz spray cans.

In this situation the rust "stoppers" arent going to fix the problem as there is already holes. A patch is a much better way to go.

Cut out and weld in new metal is the only way to go.

P.S. It's much larger/worse than it appears!!!!!

Those holes are forming from the inside out. No matter what you do to the outside even including the magical POR15, they will continue to rust and grow.

You don't cover up rust and pretend it's not there, you cut it out and remove it...Eric

How about install the patch panel then POR-15 the inside for further corrosion preventive measures? This would seal the welds also.

yes you can por15 the clean metal to help protect it. Inside or out.
