The original 1960's and early 1970's GM Holleys had a 3-digit date code system where the first character represented the year of the decade ("6" for 1966, "7" for 1967, "8" for 1968, "9" for 1969, etc.).
The second character represented the month, numbers 1 through 9 being used for January through September, "0" being used for October, "A" for November, and "B" for December.
The third character reperesented the week of the month, i.e. 1 through 5.
Around 1972 GM adopted the Julian dating system on Holley carbs. The first 3 characters represented the actual day of the year (1 through 366) and the last character represented the year of the decade. As many of the original GM carbs were serviced for several decades after production ceased, on some models it is difficult to tell which decade a 4-character Julian dated unit was actually produced, although that's essentially irrelevant since it's still just a service unit.
The 054 date code on your 3246 would be the 4th week of May 1970.
