Above the lower part of the steering column, there is that little arm with a rubber grommet. What color is that arm supposed to be, what does it do, and why does it have a rubber grommet?

Its supposed to be bare or stamped metal color. The grommet on the bottom is to lock the shifter for anti-theft on console cars or shift the trans on column shift cars. Also on manual floor shift transmissions it has a dual purpose. To lock the shifter in reverse and engage the reverse lights.
