Its supposed to be bare or stamped metal color. The grommet on the bottom is to lock the shifter for anti-theft on console cars or shift the trans on column shift cars. Also on manual floor shift transmissions it has a dual purpose. To lock the shifter in reverse and engage the reverse lights.
