It's your car and money, but if it is maintaining temp running down the road and not at idle, it's an idle airflow issue.
That’s what I think. Which is why I’m upsizing the radiator from a 26” core to a 28” core and swapping out the current e fans for a set of good spal ones … I can’t imagine this won’t solve the problem. 🤞

Do the fans first.
Can’t find any good setups for shroud + spal fans due to the 26” core … thinking I need 2 13.5” fans … requiring a bigger core …

Plus with vintage air looming … probably wouldn’t hurt to have a bigger Dewitt’s I imagine? Central Texas gets 110+ in summer

Yes a 1.5 core x 2 will cool better but your problem is at idle where air flow is the priority .

Buy yourself a current clamp/tong meter cheap one is ok and test existing fans . Educated guess 7-10ampsmaybe 12 aamp . ALL GOOD FANS HAVE AN AIRFLOW CHART

Always use the largest diameter available so as to not restrict airflow thru the core
My own downflow radiator core is narrower than the fan shroud
fans are 13.75 inch wide x2 27.5inch tot width
core width 25 inch x 15 inch high
overhang each side 1.25 inch
 
I am not the sharpest knife in the drawer, I have a 468 BB in my 70 Sta. Wgn. with Factory A/C. I can turn the A/C on on a HOT day and park my wagon,,,,,,, It will sit in the sun with the A/C operating untill its out of fuel ! and the Mech. temp gauge will sit at around 205//210 Parked.
My 70 LS-5 M-22 One owner El Camino has air ( I ordered it that way) The Camino is R-12 My Wagon is R-134. So here we go with my secret............. Every piece of rubber, splash guards, 4 row copper Brass rad. Late model G.M. fan clutch , 772 fan. blade, Alt, Batt. Etc. ( AKA... VO-1 Cooling )Is a perfect copy as it left the plant in in 1970. It did not overheat in March of 1970 or any other time, So I just built my wagon like Chevrolet built my A/C equipped 454 4 speed Camino.
I aint that bright, So when in doubt, I do what the FACTORY DID, Most of the time it works. ( All the factory parts and pieces are ( High Quality ) junk yard stuff, and it still works.
P.S. Not only does the 772 fan blade draw air through the Rad. it also removes the SUPER HEATED AIR from the engine bay. 70 B.B. chevelles the hot air Exits at the left rear and the rear exhaust manifolds. Its all about moving XXX number of Cu. Ft. of Air per Min. Just like the Duct work on your furnace.

Did you ever check the ignition timing at idle? New radiator and fans could very well be an expensive bandaid for a very simple fix. Keep us updated if the new set up fixes the problem.
