It was posted 15 days ago so you may just have a little leverage as long as he wants to get rid of it. Send him an offer of $20k-$25k and feel him out a little. It's all just business.
the pics aren't real good, but that doesn't look like a $35k car. those super tall cowl hoods are cheesy and the car is sitting like a 4X4. you're $25k might be more in line. but hard to say without looking. the majority of folks are dreaming on their asking price.
IMO it never hurts to make an offer. Like said above some owners start high on their price, just in case somebody is willing to pay. Give them a call and tell them all you have to spend is the $25k and would like to have the car checked out. I think if you are respectful and show interest they may consider your offer. Worse they could do is say no or hang up on you. IMO it never hurts to ask.
