I remember doing cruise controls YEARS ago and sometimes I had better luck coming up the column instead of down.
Also too when you do get a fish wire through, and I used maybe a 14 gauge wire or so, tilt the column if you have one up and down and then also turn the wheel to make sure this fish wire is not hitting anything and if so, redo the location of the pull wire until it's clear of things.
I don't know what the electrical end connection is like as you never stated what cruise you are putting in but if there are terminated wires with connectors crimped onto the wires and then locked into a plastic housing, you might have to write down what pin and wire color goes into what slot and the keyed housing notch and then get the connectors out of the plastic housing. Then the group of wires will be smaller and then stagger the connectors when taping over them to the pull wire aso you are not dealing with one big bulge in things and then carefully pull things through. Once things are through and untaped put the wires and connectors back into the proper spots on the plastic housing.
