Possibly a 1964/1965 Corvair

 

Not a 63-4 Impala-----but-----probably a 63-4 BelAir.

Not sure that any of the other Chevys had 2-tone wheels except the full size cars.

A nicely equipped BelAir would have that wheel, but still use the upgraded BelAir horn ring.

In the 59 60 cars----there was the BelAir/Biscayne wheel and only the horn parts were different. (Belair=chromed with partial ring-----Biscayne painted horn cap) Impala had it's own wheel from 58-60
(It might be noted that the BelAir/Biscayne wheel was also used on the Deluxe pick-ups from 60-66 using the BelAir horn ring & Cap)

I think in 61-2, all the wheels were the same style, but the upper class of the Impala and BelAir got 2-tone wheels. (base cars did not)

 

64 and 65 Malibu and Malibu SS got two-tone steering wheels. Hard to tell but looks larger than a Malibu wheel.

Not a chevelle, not an impala and I don't believe it's off any b-body. I'm thinking second gen corvair.

 

Is there a part number cast into the back of the ring and or wheel?

 

Looks a lot like the 2 tone 65 wheel on my Elky. Design wise it looks like it - what diameter?

this wheel has the same part number but the ring looks different. So I agree with the Corvair ID but what year?
