Put in a cam with a REALLY small LSA. The tighter the LSA is ground the more lope you will get. Go for a 106 or smaller. Also make sure the cam is at least a 244/244 with a minimum .625 lift. I would recommend a solid roller. A single plane intake and a decent carb should do it. Toss in about 3200-3500 stall convertor and it should do it for you pretty well.
By the way, other than the smaller LSA this is pretty close to my set up and it does what you want. I would be very tempted to just let you have it if I didn't have so much money in it. It is incredibly annoying to drive on the street for the most part. Don't get me wrong, it is a blast having power like this on the street, but driving it around town gets old real quick. I have been slowly backing down my set up and making it a little more drivable.
You may not be looking to race, but what you want IS a race car. I learned quick, it is nearly impossible to have both a street car and that type of race car. At least one that is well mannered on the street. I am definitly not saying it can't be done, just that you will spend a lot more than I for that engine.
