I don't think you would want to use it after dowsing it in bleach. A good degreaser would be better. After it is clean, if the degreaser has made the rubber soft, it is time to replace it.
 
Soak the rag joint in a cup of Simple Green for a day. After soaking use a nylon bristle brush and running water to thoroughly clean it. The Simple Green will remove the dirt and restore the look and feel of the rubber.

Be careful with bleach and degreasers. Bleach will dry out the rubber, and the petroleum base of degreaser will cause the rubber to swell.
 
I'll second the Simple Green. It works great on rubber parts. I've soaked original motor mounts in the stuff overnite and with some mild scrubbing afterwards they look fantastic.
