Where did the tach filter come from?

If it's the basic GM style design of tach filter--did you ground it properly? The factory ones had an "IN" wire, and "OUT" and the body of the unit needs to be mounted to chassis ground.

I'm wondering if that tach previously worked correctly with standard points ignition?
