How about pulling off the dash pad ?
It's not too big of a job to do.

 

If you've got good flexibility you can reach down from above or up from below and twist out the old bulb holder that's in the back of the housing. Pop in a new bulb then twist in the holder again.

Pretty simple except for the contortions.

 

Isn't a 70 sweep dash like a 71? Row of lights along the bottom of the dash bezel with the 3 "blank" spaces hiding the screws.

 

Yes it is a block. It has a set of clips on either end that you can press together with a screw driver or something to pop it loose. look up under the dash, there is along rectangular block with the wires going into it. It does'nt have a twist off socket on the back as suggested above, you have to remove the block. It can be popped loose without removing any part of the dash, but it is a challenge to get to and to get it loose. I found it easier to remove the driver's seat so I had some room to work.

Thanks guys for all the great replies, John_Muha I took your advice and found the 3 blanks with screws... now I wont be driving miles with my blinker on, Thanks again
