call up your service provider and have them open a trouble ticket. Ask them what DB's you are getting from the central office. also ask them what the line distance is from the CO or POP to your house. DSL is distance sensitive, if you are over 4000 feet from a CO you could be too far to get a decent signal.

You should eliminate the variables just like working on a car. If you have a router, (netgear linksys etc) get rid of it. connect directly to the DSL modem. If you have a laptop connect from a friends house and check your speeds to eliminate your computer as a source of the problem.

My bet is you are on a bad set of Pairs. Either in the junction box near your house or at one of the cross connects to the CO. the phone company would refer to it as F2 pairs
 
I would tell them that you are going to switch to their competitor due to lack of support and service on their end. get charter or comcast or adalphia or whatever cable services your area has if possible
 
his problem actually could be an inhouse phone line issue. Cable doesn't utilize the copper in the house. The phone company should be able to loop up the router and see packets dropping etc.

You should be able to log into your router too see statistics. Here are the statistics from my router.

This is sort of my point. Your isp should be able to log into the router and see these statistics as well as loop up your equipment and run some test patterns. They should also be able to tell you how far from the CO you are and what DB's your signal has

I live in the styx sort of. I tried to get the elite AT&T package but my speeds were only three meg d/l. I dropped to the next tier and my speed didnt drop at all. They said i was over 3000 line feet from the CO and right at the edge. My attenuation is below
