right click on my computer > manage expand services and applications if it isn't already. Click on services. On the right side click on a service and press s this will take you to the beginning of the s's find security center if it is disabled right click on it and go to properties set it to automatic then click on start. If it is manual or automatic right click on it and start. If you are running Norton it will disable the Windows security center to prevent duplicate alerts.
