Paint Shop Pro doesn't show an animated .gif as animated, even if the file is ok. I don't think many picture editors can do that. But if you have a newer version of PSP (I use PSP 7.0), you can open it in Animation Shop, where you also can modify them, create your own animations etc.

Try to open the .gif you saved in Internet Explorer. It should work, unless the file is corrupted or the file extension has been changed.
