The half moon looking button on top of the first pic, push down, cable inside should snap back. Hook up to carb and bracket that holds the cable. Get inside the car, push the accelerator to the floor and release. If the bracket and carb hookup are correct it will adjust itself.

 

Not snapping back. Looks like I need a new cable.

 

is this a tv cable or a kickdown cable?
i've seen some later TH350's with a tv cable..
