Or just buy better lights, run relays or both.

Dunno why one would opt for running highbeams all the time when you can bump up the output, dramatically, on both low beams and high beams either stocker or buying new improved light systems.
I'd like 4 LOW beams to help light the roadside better. Rather than 2 lights with a limited coverage, the 4 bulbs could fan out more, without being aimed high...

I already run relays, not only to help the output, but to allow brighter bulbs in the future (higher amp draw so heavier wiring). I currently run sealed beam Halogen replacements, but plan on going to lights with replaceable bulbs...

Notice how one of the new Lexus or Infinity has a light that turns (like the old Tucker)? Well I'd like low beams that light the road side a little more too...

I used to run some Illegal motorcycle bulbs (non-DOT), High Beam only, on my old Chevelle... They were so bright that they could only be used a few minutes at a time (no relays used back then). They really lit up the road...
