I am restoring a 1970 Chevelle ss. I am having trouble installing the front lower control arms. They seem to not want to line up properly; they are just a hair off and a rubber mallet is not really helping.

Also, I had new poly bushing pressed in at a shop, and the lip of the larger bushings on each arm are not flush with the control arm and are sitting about 1/8" away from the surface of the arm. Is this normal or should the lip be flush?

The bushing needs to be flush with the control arm. Then use a
BFH= Big Funkin Hammer to get it in the socket. Or use your floor jack to push it up in the socket.
 
I have the poly bushings in my 70 also, the poly bushings will not set flush, but that should not impede them from going into the frame. I had to persuade mine a little with a BFH, but the did go in. Also, try lubing up the ends of the bushings as well as the frame to aid in installation.
 
I put poly's in a year ago. I pressed 'em in myself. Pain in the A**, anyway they fit into the frame if everything is lined up properaly and NOT bent. They were a little snug from what I remember, but not to bad. You might have a bent part? Compare your lower control arms by placing one on top of the other and see if everything lines up(flipping one over obviously). If not one of those is probably bent. I would measure the holes where they are suppose to sit next and see if they are the same side to side.
