I have seen a lot of posts where you are very familiar with the 400. I am in the middle of building one for my Beaumont. I am waiting for a tapered ring compressor I ordered so I thought I would put on the timing chain cover and balancer as I have the cam in and degreed already. After I installed the balancer I just temporarily installed the water pump and pulley to check for alignment. It seems my balancer sits out about a 1/4" further than it should. Otherwards, the pulleys don't line up. This is the pump and pulleys I had on my 350. I thought maybe my balancer wasn't on far enough and managed to break my install tool.
I pulled it off and it was on all the way. Is this common with a 400? I can't see where there is a difference to the 350.
