He needs to unplug both the dsl modem & the router. Plug in the dsl modem, look for the link light to indicate it connected (mine has a 'ready' light that blinks slow when it is not connected, blinks fast when negotiating, and lit solid when connected). Once the link is good between the modem & Telco, then power up his router. From that point, he'd need to veryify programming in the router.
