IMO a chassis dyno is not accurate with a converter due to it's inherant characteristics. If the converter was hurt, you'd know it with performance falling off. Usually low stall speed is due to a damaged sprag. High stall speed or excessive slippage is due to fins laid over. Other internal parts can fail as well and wreak havoc.
I agree. a "bad converter" by virtue of whatever is wrong inside becomes a fluid coupling. What is lost is torque multiplication. That will definitely make your car feel dead off the line.
