Best way to go about lowering compression?

It would depend on the cc of the chambers and pistons in use. A forged piston dome can be machined away to lower compression, a thick head gasket could help. Depending on the heads, might sell them off and score something that would put the combo where you want. You need to find out the existing combo that resulted in the 13 /1 to come up with a game plan.
