I would not find this unusual. Spraying the same paint at different pressures and or at different distances will affect the final appearance. Humidity and temperature will also affect the final finish you see.
Some chassis parts were sprayed and some were dipped. Not all chassis parts were manufactured and painted by the same supplier or at the same factory. And the manufacture may have resourced the paints from different suppliers. Chassis paints I'm sure varied in level of gloss just because it was not that big of a deal.

The one place the difference in gloss is more noticable and more important is in the engine compartment. For example, the heater box/fan cover and radiator top plate are gloss black compared to the radiator support, inner fenders and firewall which would all be semi-gloss. Also note: The gloss black would not be "High Gloss" that would be found on the outside sheetmetal/body.
