It has do with your video settings. It's called "virtual desktop" usually. So you can have a larger desktop on a small screen. Some video card drivers have this option. Some have a setting where you can turn it on and off, others do it automatically if you set the resolution too hight.
Right click on the desktop, choose properties. Click the settings tab, then the Advanced betton. Look around in there for "virtual desktop" or "extend desktop beyond the monitor size" or some setting like that. Also trying lowering your resolution.
Maybe tell us what you have for a video card and what resolution you are running, if you need more help.
I had an ATI card that did this when I installed the ATI drivers. I couldn't find an option to turn it off and I had to remove the drivers and use the ones that came with Windows. I find it to be a horribly annoying "feature".
