The '68 bumpers have a rib across them that isn't on the '69s. They don't interchange. Ask me how I know. If I recall correctly, the bottoms bolt into existing holes in the bottom edges of the bumper and there is a bolt and clamp holding the top in.
The ones in the picture/ebay are not for 1969, maybe 68 though.
No hole drilling required for 1969 fronts, you do have to drill for the rears on 69.
If you are using a repop bumper, front or back, bumper guards will not fit flush against the bumper. You would have to grind the hell out of the guards to match the bumper cross section, then have rechromed.
