According to Chevrolet By The Numbers:

K: Kelsey-Hayes
3: Plant: Philadelphia, PA
7: Last digit of year (1967,1977?)
11: Month of wheel assembly (November)
22: day of month of final assembly
RB: Wheel code (application)

These wheels are too late to be original for the 1967 model year. There is no RB code in model year 1968, but there was XB (Chevelle Rally). Are they definitely RB? My book only covers the years 65 to 69, and I couldn't find an RB code.
 
I think I've solved your wheel mystery, if your wheels are not rallys. Are they ordinary 14 x 6 steel wheels?

I have a 1982 to 1986 Chevrolet Parts book that lists a 14 x 6 wheel, stamped RB. This wheel is for the G Body cars, Malibu, El Camino, and Monte Carlo. I guess that your wheels are for a 1978 G body.
