On my 67 the dash and taillights do not work, however the turn signals and dome light do. When I check the voltage on the fuse block everything on the left side of the panel is hot except the inst fuse.

First question, is the fuse block bad? I assume that the hot side on the fuse block has a common bar like on a house breaker box?

Second question, if fuse panel is ok, what can be going on?

Third question and this one really has me baffeled, my wipers were working and now they only want to rotate down. It acts like the switch thinks the wripers are in the up position and it wants to rotate them to the bottom of the windshield. any ideas?
 
On a 67, the brake light gets power from the bat circuit in the fuse box. The brake circuit has power at all times. Other items on the circuit are the dome/courtesy, and the cigarette lighter. Since the dome light works, check the orange wire on the brake switch, if you have power to the orange wire, try jumping the orange wire to the white wire, that should turn on the brake lights. the circuit is..

Bat on fuse block(orange) - brake switch(orange-in white-out) -steering column(white-in dark green and yellow-out)

Since you don't have power on the left side INST, it could be a bad feed wire from the light switch, or a bad light switch. Was the light switch on when you checked power?

Has the wiper motor been off of the car? It sounds like the arm on the motor is 180Âş out, it is very easy to put it on 180Âş out.
