In 2000 I purchased a 66 13817 11B car that was built at Atlanta, but never found out what 1 letter meant.
Underneath the options there is an L... reades like this:

E 2KMGR
..L

K=AIR
M=GLIDE
G=CONSOLE
R=REAR SPKR

What does the "L" represent? I had to put a couple of periods in to get the L to display in the same location as it is on the tag.
 
I assume you mean it looks like this tag?

Personaly, I have not yet had enough concrete evidence to support a statement of what this code means on a 66 ATL. tag.. but it is common.. I have owned two 66's with the same "L" code.. someone else may feel comfortable saying what it represents.. sorry I can't say right now :(

The "L" appears on every 1966 Atlanta tag I have from start of production up to the 2nd week of March, 1966 (03B) then does not appear on any 1966 Atlanta tag after that. I do not have an Atlanta convertible or wagon tag prior to that so I can't say for sure if it appears on those or not. It does appear on 2-dr sport coupe, 2 and 4-dr sedans and 4-dr sport sedans. Atlanta is the only Chevelle plant this lonely "L" appears on in 1966.

There is a theory proposed to me by a Pontiac enthusiast that it may coincide with something Pontiac did about this timeframe but nothing conclusive on the Chevrolet side yet.
