a buddy of mine was wondering can he use a 400 rotating assembly in a 350 of course having to bore it out would it still be a stroker?

Crank would fit if the mains were turned down to the 350 specs -2.65" vs 2.45.
Pistons won't fit as the bore is too large - 400 = 4.125" while the 350 = 4.000.
And no ,you can't overbore a stock 350 block .125" over.
Which makes the rods usable if you use an oversize 350 piston for a 3.75" crank with 5.565" rods.
