All 69's were the same. The gauge package was an option not isolated to SS cars. A true SS car could have the same dash as a 6 cyl. if it was not ordered.
 
I don't have any factory rpm gauge on my car, like he said its an option and many don't.
 
In actuality........503,000 or so chevelles were built in 69. It shows only 307,406 were eligible for the U14 Instrument Panel Guages, and only 24, 852 were ordered. Maybe 6 cyl. were not eligible.

Oddly enough the speed warning indicator was for all of them!
 
I purchased a tachometer out of a small block 2 door sedan 25 years ago or so. It red lined at 5,000 rpms and was an automatic with a 350 small block. I know that the small block V-8's got them but I don't believe it was available in the 6 cylinder cars.
