You do NOT need a return with a Carter 172 Mechanical. If your fuel system is properly plumbed -10AN from the tank to the pump
(pick up incuded) and -8AN from the pump to the regulator you have adequate fuel for your power (in your signature).

Did you read my earlier post that I linked? My system is 1/2'' and an8 from pickup to pump and an8 into 3/8'' pump to carb works fine except lines and hot weather. Think the fuel heats up ideling from oil and less need of fuel at idle?
Will the pump work with full return regulator or is a idle return bleed best?

Have a Carter 172 installed on mine now. 3/8" steel line in (using 3/8" hose x -8 adapter),
-6 out to carb. Put about 50 miles on it past two days, cruising and a couple WOT blasts mixed in. No signs of fuel problems.
Not here either under same condition but after one hour stop and go traffic another story.

You have to pull it apart and plug the internal fuel pressure bypass inside the pump.
OR
I think that pump made 7/8lbs of fuel pressure. You can set the bypass regulator to 6lbs and give that a try.
