I had this problem on my drivers side mirror on my 68'.I removed it and put a little loctite (red-high strenght) around the swivel ball, moved the mirror aroung the ball(to seep into the socket),reinstalled it,ajusted the mirror to where I wanted it,and let dry overnight. The end!

thanks, never thought of that, was there much residue to remove? I'll try it as soon as I get some red loctite.

Yep,You may want to clean the swivel ball with a little lacquer thinner or rubbing alcohol first and blow dry.It will make the loctite bond better.

The famous fix is to peen the swivel ball with a punch, creating a slightly raised area adjacent to the peened spot. This raised spot causes an interference fit that prevents the mirror head from flopping around loosely.
