After reading JohnZ comments I will agree manual covers were probably mostly orange.
They were dip painted black after manufacture.
The were installed on the engine at the engine plant and were painted orange during engine paint. However, the people painting engines were in a hurry and not diligent so some parts often only got partially painted including the back of the pan and the inspection cover. The ends may have a good coat of orange and the middle very little.
