Mechanical, They still require periodic adjustments.

Best bang for the buck is a solid(Mechanical) setup for sure. As long as you don't go too wild with your cam selection it wont require much adjustment either. There's always hydraulic roller as well which can make as much power as a solid setup but costs about 3 times as much.
 
Dawg, I believe he meant a flat tappet solid, not a roller....solid roller is in the same ballpark as a hyd.roller. A flat tappet solid lifter cam will give you what you want, but remember you can over-rev your engine easier too, solid lifters are not as forgiving as hydraulics. I only run my car on the street, but once the rockers are adjusted the first couple times, (on a new cam) I only set them at the beginning of the season, they are fine for the rest of the year.

i run a solid roller now but before i always ran a solid flat tappet, adjusted valves once a year unless i had some type of problem .poly locks work very well.for performace go solid flat tappet or roller if you have the funds.
