I have a friend that has a 96 Lumina that won't turn over. Battery is fully charged and lights are bright. When you turn the key to on, all dash lights go on / when you turn the key to start, the dash lights go out with the exception of the anti theft light and the engine does nothing. He has had it to a dealer twice with only a temporary fix. Thanks for any suggestions.

If you hear NO click sounds at all...could be that the nuetral safety switch or brake safety switch could be flaky. You know what I mean? Some cars, you must have the brake depressed and have the car in park/neutral before it starts. Try starting in neutral or jiggling the shifter or something.

What did the dealer "fix" the last two times it was brought in?

Sounds like a VATS problem

Sounds like it is still a problem. personally i would bypass it (this is commonly done when remote start is added) http://vats.likeabigdog.com/
