Seat belt bolt question

I am installing seat belts in my car and the bolts that I have for the retractors are wrong. The bolts I have are the newer torx head style one and they don't fit down into the retractor. Are these the proper bolts to use with the retractor?

Those are the ones that I used for the retractors and belts on my '71.
