The only tornado is the money leaving your wallet. Those kinds of items appeal to people who believe that the government would protect them from bogus consumer goods. The news item there is that the FCC and other beauracratic departments really don't care about the "no harm done" consumers goods: I.E.; that the purchase of that item will not harm the consumer.
Compare the 'tornado' to all the things we do to smooth the airflow into the carburator: contoured open element air filters, hp series carbs with smooth blended air horns, etc. Now juxtapose that with the idea of making air turbulent going into the carb. Installing a restriction in the path of airflow will not improve airflow.
