Might be the park/neutral safety switch circuit.
WIRING
Have finished restoring dash in my 67 Malibu. After plugging wire harness back in, the engine won't turn over. The warning lights all come on and when I turn key all the way to start, the ALT light,{ which is lit up} gets even brighter, but I can't even here the solenoid click. What should I be looking for?

I think it's on the column, not positive though. I guess it depends on if you have column or floor shift, or if you have a manual trans there should be a switch on the clutch pedal
