When I start the wipers in my 72 El Camino, the turn signal lights on the dash light up. The voltage draw causes my gas gauge to go to empty until the wipers are turned off. Also the two wiper speeds themselves are not particularly fast. Suggestions would be appreciated.

It sounds like the dash ground is the problem. The windshield wiper motor grounds at the switch to operate. If the switch is not grounded to the body it will find another path to ground. In your case it grounds through the turn signal lights and the fuel gauge. I think the dash ground is attached to the parking brake assembly. Look for a black wire attached under a screw on the assembly.
