On the back of a voltage regulator what is the little terminal for? This is on a 69 by the way.

DO NOT GROUND THAT TERMINAL

That spade lug on the back connects to a condensor (capacitor)pigtail wire that mounts right by the regulator. The purpose of this condensor is to elimanate radio interference. If the vehicle originally came ordered with any radio, it should be there.
