Warm Relay

My horn relay gets warm without starting the car when I hook up the battery. There is constant power to my horn leads. With out the button being pushed. Is the relay cooked? The nose is off the car right now except for the rad. support. I want to break in my cam but I don't want electrical problems to cause a shut down during break in. I have power to my dash lights and tail lights. Its an aftermarket steering wheel. When I turn the wheel I can hear the relay clicking on and off. Does that relay only control the horn or does dash power and other power flow through it?

Might disconnect the small black wire AT the horn relay until you find the short (in that same wire) somewhere in the steering column.
