Is there a market for used seat belts? I have a set from a 66 Chevelle but they look bad and the chrome has some rust. Do people clean up the old ones and reinstall them? Does cleaning weaken the fabric too much?

Yep; see them on ebay all the time. Of course the better the condition, the better the price, and demand.
