There are two ground straps coming off of firewall, approximately at cylinder head height, one on passenger side, one on driver side, just below wiper motor.

Can anyone tell me where these two straps are to be connected?

on my 71 big block they hook up the valve covers

They will show this in the assembly manual if you have one. They go to the rear valve cover bolts.

Are these straps not part of the static suppression package for cars with radios?
