when activating the left or right turn signal, there is no flash...it just brightens, but never flashes. I installed a new flasher, but problem still there. a bud of mine says its a bulb, but would one bulp affect operation of both sides?

Not knowing what year your car is, I’m going to assume you have hazard flashers in it. I’m also going to assume that you may have inadvertently changed the hazard flasher in the fuse block. If I have guessed correctly (for once), then try changing the turn signal flasher under the dash. It’s between the steering column and the radio somewhere.
