Throwing this out there as I'm chasing this electrical gremlin. The green turn signal indicator lights in dash stay on with key in ignition. Both turn signals work as they should. I pulled the flasher which feeds the turn signal switch and the lights still stay on. One clue however when I pull the 5 amp "Gauges" fuse the lights go out.

Looking at the schematic the switched purple wire feeds power to the turn signal switch. From there it powers either the dark blue or light blue wires which feeds the turn signal dash indicator and front turn signal lights.

So what is back feeding the dash T/S lights? Front turn signal lights themselves are good they only come on when turn signals are applied ground are good. Grounds at Instrument cluster check out

The front indicator light is just in parallel with the front light. They should both do the same thing. Maybe the switch has a slight short and the dash indicator lights with a lower voltage. Is it a new switch? Do you have a volt meter that you can compare the left & right circuits? Check all of the connections and plugs for carbon tracking.

Just the key in the ignition without being turned to run or accessory?

Long shot here, but if the above is the case, disconnect the pink with black tracer wire from the horn relay. It operates the key buzzer when the key is in the ignition and the door is open. This function usually gets its ground through the black wire leading to the left door switch when the door is open. The same switch supplies ground to turn on the dome lights.

With the lights on, do the indicator lights remain lit?

Turn the rheostat on the headlight switch. Any change?

Doors open or closed and still lit?

Disconnect the turn signal switch ribbon connector on the column. Still, lit?

I'm brainstorming paths, but don't have an answer yet.

Try something like this ground the steering column under the hood to something (its an easy test). If it goes off then your steering wheel ground in the rag joint is going. I would also check dash grounds sometimes they get loose.

Check you turn signal bulbs on the side that remains illuminated. Remove them and see if the light goes out on the instrument panel. You could have a bad bulb.
