My '70 did the exact same thing. I put new bulbs in but they still did not work. So I took the socket out and tested for continuity with an ohm meter with the bulb in the socket and found no continuity. The contacts where the bulb slides in were dirty. I cleaned it up and it worked fine. A point file works great cause it is small enough to get in there to clean the contacts.

May want to try and measure the socket contacts to ground while the signal is selected ON. Kinda a pain to remove the socket assembly on a sweep dash car. May be just a dirty socket.
