The 15" x 8" Rally wheels that came on the '67 Chevelle I recently purchased all have ten holes in them, and obviously only five are needed....what gives? Is this common? If not, is it safe?

It's fine. I've seen that before...one set is 5 on 4.75"...the other set of holes is a 5 on 5".

That's what I've got on my 15" rallys, just allows for two bolt patterns.
