Fred. That's the problem, the steering wheel does turn after key's out. PATRICK

It may be that the plate or wheel that locks the steering may not be properly in place. It is not unheard of for a previous owner to have re-assembled the parts without installing the snap ring that holds the plate. Remove the steering wheel and take a look.
