I set the outer nut to .005 looser that what I am going for, then tighten the inner nut/lock. I then tighten the outer nut down .005 less than what I started with. It gives a TIGHT setting on the poly lock and it does not move.

I set my lash at .020, so cold it is .016. I use a .021 feeler to initially set the outer nut down, then tighten the inner lock. I then put the .016 between the roller and valve, and tighten the outer nut. When tightened, it will clamp down hard at my desired .016, and you can pull the feeler gauge in and out with drag. I then check it with a .017, and it is either a go or no go if set right.

This gives me a .020 lash for my SBC with aluminum heads. You should run the cold lash .004" SB & .005"-.006" tight BB with aluminum heads, and with iron heads use .000" -.002" loose both big & small block.
