When I built the sedan I used to have I had to make a template and cut one out of a coupe package tray which us slightly bigger.
Exactly what I did on my '67 Sedan.
The original was still intact enough that I was able to carefully removed it and use it to create another one... from a '70 Coupe. Needed one in blue and that year shade color was close enough to the original.

for 66 there are two different styles the first design was used for the ear muff style headliners and the package try needs to be wider then the second design

and neither of those fit a sedan, thats the issue

The challenge with the 66-67 sedan package tray is the that is more curved at the rear and kicks up. I bought one, pretty sure it was from Year One as I was getting a lot of parts from them. This would have been in the very late 90's.

I just slightly back cut the package tray to form that kickup crease with a sharp razor.
