I ordered a set of rod bearings from Summit and buy mistake ordered them with dowl holes. Can I use these with steel rods? They are clevite 77 H series.

Rod bearings with dowel hole in the lower shell will work fine in your non-doweled rods. It's done all the time.

The half with the dowel hole usually goes in the cap side.

Always check the backside of any bearing shells to see if they're designated for the upper (rod side) or lower (cap side) position.

It makes a differance if it's on the rod side or the cap side?
The shell with the dowel hole should be installed on the cap, just as it would be if the rods had dowels. The lower shell (cap) takes far less pressure and beating than the upper shell does.
